Rock Falls sex offender back behind bars, accused of rape

MORRISON – A Rock Falls sexual predator was arrested today, accused of sexually assaulting a woman who was unable to give her consent to sex.

Blaine A. Fenton, 28, is charged with criminal sexual assault, punishable by 4 to 15 years in prison, and criminal sexual abuse, which carries 3 to 7 years.

Probation is not allowed on either charge. Bond is set at $100,000, and he has a preliminary hearing Jan. 27.

The attack happened on Sept. 20, investigators say, and charges were filed Oct. 29, when a warrant was issued for his arrest.

Fenton was convicted in Whiteside County of aggravated criminal sexual abuse on Oct. 23, 2012, for which he was sentenced to 4 years’ probation and deemed a sexual predator. He was 20 and the victim was 14.

Also that day, Fenton pleaded guilty to burglary and was given 2 and a half years’ probation; probation was revoked a year later and he was sentenced to 3 years in prison.

According to the Illinois State Police sex offender website, Fenton has failed to maintain accurate registration records.

He pleaded guilty to failure to notify authorities of his address on Nov. 28, 2018, and was sentenced to 2 and a half years’ probation, and he has a pending failure to register case that was filed July 9.

He faces 3 to 7 years in that case as well.
